Abstract:
International nuclear safeguards are technical measures that verify nuclear material and facilities are used for peaceful purposes and provide assurances that undeclared nuclear activities are not being undertaken. This work is principally carried out by the International Atomic Energy Agency (IAEA) and is subject to the terms of IAEA safeguards agreements with IAEA Member States. One way that the U.S. supports the IAEA’s mission is by developing and improving tools and technology that may be used by trained inspectors to enhance the effectiveness and efficiency of safeguards at both the state and facility level. Within the Department of Energy‘s National Nuclear Security Administration (DOE/NNSA) Office of Nonproliferation and Arms Control (NPAC), the Safeguards Technology Development program supports the development and testing of technologies for use by the IAEA and its member states, with a focus on transitioning laboratory-stage tools into field-ready products. In this talk, Arden Dougan will discuss IAEA safeguards, the roles technology can play in safeguards verification, and personal perspectives on the research and development challenges facing international safeguards over the next 10 years.
